The educational community mourns the passing of Mr. Bukenya, a pivotal figure in Uganda’s education sector, whose leadership at the Uganda National Examinations Board (UNEB) shaped an era of significant reform and integrity.
Mr. Bukenya’s journey with UNEB began in 1997 when he was called out of retirement to lead the organization. At that time, UNEB faced daunting challenges with widespread examination malpractices tarnishing the credibility of results nationwide. His appointment marked a turning point, setting the stage for comprehensive reforms aimed at restoring trust and ensuring fairness in the examination process.
Under his astute leadership, Mr. Bukenya implemented groundbreaking measures. Notably, he introduced policies to conceal the identities of examiners, a crucial step in safeguarding the impartiality of assessments. Additionally, he abolished the practice of ranking top students by district, thereby reducing unnecessary competition among schools and fostering a more supportive learning environment.

As we reflect on Mr. Bukenya’s life and achievements, we celebrate a leader whose vision and courage transformed challenges into opportunities for growth and improvement. His contributions will continue to resonate within UNEB and beyond, serving as a beacon of inspiration for generations to come.
In honoring his memory, we reaffirm our commitment to upholding the principles of fairness, transparency, and excellence in education—a legacy that Mr. Bukenya championed throughout his distinguished career.
