At that time, UNEB faced daunting challenges with widespread examination malpractices tarnishing the credibility of results nationwide. Under his astute leadership, Mr. Bukenya implemented groundbreaking measures. Notably, he introduced policies to conceal the identities of examiners, a crucial step in safeguarding the impartiality of assessments. Additionally, he abolished the practice of ranking top students by district, thereby reducing unnecessary competition among schools and fostering a more supportive learning environment.
