Makerere University Implements Biometric System to Tackle Absenteeism

Makerere University has introduced a new system aimed at managing the attendance of both staff and students in order to reduce absenteeism.

This Biometric System, integrated into the government’s Human Capital Management System (HCM), is designed to automate various human resource management tasks within the public service sector.

Lorna Magara, Chairperson of the University Council, emphasized that the implementation of this system is expected to enhance performance, accountability, and transparency in the promotion process at the university. Magara also stressed the importance of acquiring tools that facilitate effective teaching and learning environments.

Samuel Mugabi, Director of Information Technology Services, explained that the system has been linked to the students’ platform, enabling them to report any instances of lecturer absenteeism. Additionally, the system generates Quick Response (QR) Codes for student attendance confirmation during classes, which are seamlessly integrated with the university’s e-learning platform and timetable system.

Professor Barnabas Nawangwe, Makerere University’s Vice Chancellor, highlighted the significance of digitalization in ensuring the institution’s professional management. He emphasized the system’s role in monitoring staff attendance and deterring fraudulent practices.

Tayari Deus Mujuni, the Director of Human Resources, emphasized the system’s potential to provide valuable human resource analytics, facilitating better staff management and resource allocation.

Emojong Kisaija, representing the Guild President, expressed support for the system, emphasizing its role in improving service delivery to students and ensuring accurate attendance tracking.

However, last year, Makerere University Lecturers, through their association, expressed concerns about the system, arguing that it may not accurately capture their activities conducted outside regular office hours, such as evening classes. They suggested reallocating resources towards staff training instead.
