Parliament Approves Shs288 Billion for Hoima City Stadium Construction Ahead of 2027 AFCON
Parliament has approved a supplementary expenditure of Shs288 billion, with Shs152 billion allocated for constructing Hoima City Stadium. This investment is crucial for Uganda to meet its commitments for the 2027 Africa Cup of Nations (AFCON), co-hosted by Uganda, Kenya, and Tanzania under the PAMOJA bid.
The funds for Hoima City Stadium will be advanced to the Turkish contractor M/S Summa, allowing construction to commence. This advance payment represents 30% of the total budget needed for the stadium, which must be completed by December 31, 2025, as required by the Confederation of African Football (CAF).
Speaker of Parliament Hon. Anitah Among stressed the urgency of the project, warning of potential delays that could jeopardize Uganda’s hosting rights. “We won the PAMOJA bid with Kenya and Tanzania. All the other countries are constructing; the only country that is still behind is Uganda,” Among stated.

“If we don’t move faster, like we moved faster on Namboole, that bid will be taken away from Uganda. That is why today, we have a Supplementary Budget before us, which is based on AFCON. We need money to start the stadium in Hoima, and that must be started.”
