The 4th Infantry Division, stationed in Gulu, has voiced serious concerns regarding the increasing number of individuals in the region donning military attire resembling official UPDF uniforms.
Captain Ahmed Hassan Kato, spokesperson for the division, highlighted the alarming trend, noting the proliferation of civilians and private security firms wearing clothing adorned with UPDF markings, ranging from warm suits and jackets to ranger boots, berets, and even backpacks.
Citing the UPDF Act of 2005, Section 160 Part 2 CD, which explicitly prohibits individuals not affiliated with the security forces from wearing such attire, Kato emphasized the legal ramifications.
Moreover, a 2019 notice published in the Uganda Gazette reinforced this prohibition, expressly forbidding civilians from donning “military materials and decorations or anything that closely resembles them.”
